Managed Lanes Guidance Documents
Deputy Directive 43-R2 (DD43-R2) is Caltrans policy on managed lanes and was updated in early 2025. Upon completion of DD43-R2, Caltrans began developing guidance documents to implement the directive. Caltrans Division of Traffic Operations is issuing the departments Managed Lane Guidelines and the Division of Transportation Planning is issuing the departments Managed Lane System Plan Guidelines.
