Interstate 5 Louise Ave Interchange Improvement Environmental Document
Caltrans has prepared a draft Initial Study with proposed Mitigated Negative Declaration for this project. The open comment period will be between September 28, 2026 and October 27, 2026. Only comments submitted during the official comment period will be included as part of the final environmental document. Any comments submitted as part of another phase of this project or outside of the official public comment period will not be included in the final environmental document.
Overview:
Caltrans has prepared this Initial Study with proposed Mitigative Negative Declaration, which examines the potential environmental impacts of alternatives being considered for the proposed project. The document explains why the project is being proposed, the alternatives being considered for the project, the existing environment that could be affected by the project, potential impacts of each of the alternatives, and proposed avoidance and minimization measures.

Schedule:
Draft Environmental Document: September 28, 2026
Public Comment Period: September 28, 2026 – October 28, 2026
Final Environmental Document: expected January 2027
What happens next:
After comments are received from the public and the reviewing agencies, Caltrans may:
1) give environmental approval to the proposed project,
2) do additional environmental studies,
3) or abandon the project.
If the project is given environmental approval and funding is appropriated, Caltrans could design and construct all or part of the project.
