Project Description:

The proposed Project will replace the existing Louise Avenue Interchange with a Diverging Diamond Interchange (DDI). The improvements are expected to reduce congestion issues, improve current traffic operations, and accommodate anticipated travel demand due to development approved by the City of the Lathrop General Plan. The City of Lathrop is projected to experience increased traffic demands at the I-5/Louise Avenue interchange. Significant economic growth is projected on the east and west side of the I-5/Louise Avenue Interchange. This connection is a critical link to the I-5 for the City of Lathrop and surrounding community.

The Project is expected to:

• Improve local east-west circulation in Lathrop between State Route 99 and Interstate 5.
• Improve traffic operations at the interchange and Interstate 5.
• Allow the City to continue plans for growth and expansion for economic vitality.
• Will reduce congestion, improve traffic operations, and accommodate anticipated travel demand due to ongoing City of Lathrop development initiatives.

The project proposed to replace the existing tight-diamond (Type L-1) / Louise Avenue Interchange with a Diverging Diamond Interchange. The improvements will include widening the existing I-5 on-and-off ramps, reconstruct the undercrossing underneath the existing freeway bridge, construct I-5 ramp metering, provide new traffic signals, construct Class II bicycle lanes and construct new sidewalks along Louise Avenue. These improvements will improve traffic efficiency and operations, reducing the number of collisions and gas emissions by idling vehicles. These improvements will assist in community reconnection, as well as improving network operations for increased economic vitality and room for local growth
