Study Description

This feasibility study proposes to examine non-motorized transportation improvements to facilitate bicyclist and pedestrian passage across a one-mile portion of State Route 210 in Fontana, including but not limited to two State Route 210 interchanges at Citrus Avenue and Sierra Avenue.

State Route 210 - Fontana Safe Routes is a feasibility study and not a commitment to a project. While there is no funding secured for a project, the study aims to identify needs and opportunities to improve non-motorized safety and circulation, which may inform decisionmakers and partner agencies for future action items.

Background

State Route 210 is a freeway envisioned to connect the cities of La Verne, Claremont, Upland, Rancho, Cucamonga, Fontana, Rialto and San Bernardino. The freeway opened in the City of Fontana in phases between 2001 and 2007, resulting in new development and interchanges where city streets crossed the freeway. Within the Fontana Unified School District attendance area, major freeway interchanges include Citrus Avenue and Sierra Avenue.

The Sierra Lakes Specific Plan proposes a master planned community in North Fontana. The Specific Plan identifies the already constructed interchanges at Citrus and Sierra Avenues, as well as a proposed Cypress Avenue local overcrossing to connect across the freeway.  

Why This Study Is Needed

The current attendance boundaries for one elementary school, one middle school, and one high school within the Fontana Unified School District result in schoolchildren needing to cross the 210 Freeway to reach their assigned school location. As a result, schoolchildren must walk, bicycle or scooter to their assigned school, unless they have access to school buses or someone to drive them.

In addition to the residential neighborhoods located on both sides of the freeway, the majority of the warehousing and retail businesses in Fontana along State Route 210 are located north of the freeway, with automobile dealerships and other retail businesses located south of the freeway. As a result, people must cross the freeway to get between their residences, workplaces, schools, as well as places to eat or shop throughout the day.  

This feasibility study builds on findings from the Fontana Active Transportation Plan, Fontana Safe Routes to School Plan, San Bernardino County Non-Motorized Transportation Plan and Caltrans Active Transportation Plan for District 8 to identify improvements of community benefit.
