State Route 17 Comprehensive Multimodal Corridor Plan
Caltrans Districts 4 and 5 are jointly developing the SR 17 Comprehensive Multimodal Corridor Plan (CMCP) that will address topics such as safety, reliability, and multimodal accessibility throughout the corridor. The plan also will also have a focus on critical sustainability issues along the corridor, such as climate change resiliency, emergency management, and wildlife habitat connectivity. The plan will set a corridor vision and identify potential transportation improvements and resiliency strategies along the corridor.

Project Description:
Caltrans is developing a Comprehensive Multimodal Corridor Plan for State Route (SR) 17 between SR 1 in Santa Cruz and the I-280/I-880 interchange in San Jose. Increasingly frequent and severe climate events have induced more travel disruptions along SR 17 in both Santa Clara and Santa Cruz counties. The corridor is facing growing challenges in resilience, emergency response, and access. Building on previous efforts, the SR 17 Plan seeks to:
- Work with communities to define a long-range vision for the corridor
- Advance goals outlined in the California Transportation Plan 2050 and Climate Action Plan for Transportation Infrastructure
- Support projects that integrate climate resiliency with mobility and safety improvements
The Plan’s goals and objectives are in alignment with the California Transportation Commission’s (CTC) CMCP guidelines. A CMCP is a long-range system plan developed in collaboration with State, regional, and local governments and communities. A CMCP identifies current and anticipated challenges such as congestion, safety, and climate change, while evaluating equitable opportunities for bicycle, pedestrian, transit, and freight improvements to support multimodal accessibility.
