State Route 20 & Humphrey Road - Safety Improvement
State Route 20 & Humphrey Road - Safety Improvement
Caltrans District 3 is proposing a safety improvement project at the State Route 20 (SR 20) and Humphrey Road intersection near Yuba City in Sutter County. The goal of the project is to create a safer intersection for motorists. (Caltrans Project Number 03-4J060/SHOPP ID 25854)
Background
SR 20 is a major east-west transportation corridor through Sutter County, connecting local communities with the greater Yuba-Sutter region and providing access to Interstate 5 to the west in Colusa County and SR 99 and SR 70 to the east. The route serves a diverse mix of local, commuter, agricultural and commercial traffic.
The intersection of SR 20 and Humphrey Road is located west of Yuba City in a predominantly rural and agricultural area. Humphrey Road provides local access to nearby residence, and agricultural properties, resulting in vehicles entering, exiting and crossing SR 20.
As traffic and transportation needs along the corridor continue to evolve, Caltrans is evaluating improvements at the SR 20 and Humphrey Road intersection to enhance safety and provide a more effective intersection configuration for motorists.
Project Overview
The project will evaluate the condition of the intersection, design and construct intersection improvements such as a roundabout or traffic signal.
Need
The intersection reported a total of 13 collisions over a 5-year period (January 1, 2017, to December 31, 2021), involving six injuries and one serious injury. Collision types included broadside that were caused by a failure to yield, sideswipe, and rear-ended. The Humphrey Road minor street approaches are offset from one another, which creates inefficient signal phasing issues at the intersection as well as more conflict points than a conventional intersection. Existing vegetation at the intersection creates sight distance limitations.
Purpose
The purpose of this project is to improve safety for motorists at the intersection and to reduce the number of injury collisions that have occurred at the current two-way stop-controlled intersection.
Funding
This project was approved at the August 2023 California Transportation Commission (CTC) meeting to begin project development and is funded by the State Highway Operation and Protection Program (SHOPP). The CTC is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California.
Total Project Cost Estimate: $14,380,000
Local Agency Outreach
Caltrans is working with Sutter County throughout the project development process.
