Calexico East PID Phase
During the Project Initiation Document (PID) phase, Caltrans will develop a Concept of Operations (ConOps) — a high-level plan that describes how the new system will work, who will use it, and how it will improve border operations for commercial vehicles.
Overview:
Caltrans District 11, in partnership with the Imperial County Transportation Commission (ICTC), the U.S. Customs and Border Protection (CBP), and other agencies, is developing a Project Initiation Document (PID) to plan improvements at the Calexico East Land Port of Entry (POE). This phase will build on the completed feasibility study and focus on gathering input from key stakeholders, including truck drivers, local agencies, and border officials, to help shape the project’s design and scope.
The PID phase will also include developing a Concept of Operations (ConOps) to outline how a future appointment system, border wait time app, and technology upgrades could work together to improve traffic flow, reduce emissions, and support cross-border trade.
To make sure this system works well for everyone, we will work with key stakeholders, including:
- Imperial County
- Imperial County Transportation Commission (ICTC)
- Trucking industry representatives and truck drivers
- Community members in Calexico and Mexicali
- U.S. Customs and Border Protection (CBP)
- California Highway Patrol (CHP)
- Mexican Customs (Agencia Nacional de Aduanas de México)
- San Diego Association of Governments (SANDAG)
