Caltrans District 3 is proposing a safety improvement project at the State Route 99 (SR 99) and Rio Bonito Road intersection near the City of Biggs in Butte County. The goal of the project is to create a safer and more reliable intersection for all roadway users. (Caltrans Project Number 03-0N010/SHOPP ID 24125)
Information
Background
SR 99 serves as an interregional route connecting rural communities with larger metropolitan areas. Traffic on SR 99 is a mixture of vehicles traveling to residential sites, commercial & agriculture establishments, and recreational facilities.
Project Overview
The project will study, design, and construct an alternative intersection control measures such as a roundabout or traffic signal.
Purpose & Need
The purpose of this project is to reduce the number and severity of intersection related collisions at SR 99 and Rio Bonito Road.
Over a five-year period (April 1, 2019 to March 31, 2024), a total of 15 collisions occurred at this intersection, including eight injuries. All collisions were broadside that were caused by a failure to yield. An intersection improvement project is needed to address the collisions identified.
Funding
This project was approved at the June 2026 California Transportation Commission (CTC) meeting to begin project development and is funded by the State Highway Operation and Protection Program (SHOPP). The CTC is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California.
