City of Taft SR 33 and 119 Multi-modal Study

Caltrans District 6 is conducting a feasibility study to improve multimodal transportation along State Routes 33 and 119 in Taft. The study will assess walking, bicycling, transit, mobility access, and traffic circulation. Building on a previous walk assessment complete in Taft, the study will examine sidewalk and bikeway gaps, speeding, congestion, and limited access to key destinations. It will assess strategies to improve pedestrian, bicycle, and transit connections; calm traffic; and expand travel options for Taft’s diverse transportation users.

Plan Description: 

This feasibility study will evaluate opportunities to improve multimodal transportation along State Routes 33 and 119 in Taft. The study will focus on walking, bicycling, transit, accessibility for people with mobility challenges, and traffic circulation. It builds on previous community engagement efforts, including a walk assessment.

Key observations from the walk assessment identified the need to address sidewalk conditions, gaps in the bikeway network, and high vehicle speeds. These conditions can discourage pedestrian and cyclist activity while limiting accessibility and safety for people traveling by nonmotorized modes.

The study will explore and evaluate strategies to:

  • Expand on the existing non-motorized travel network;
  • Options that can enhance accessibility for pedestrian and bicyclist to key destinations including transit stops and other points of interest;
  • Strategies for traffic-calming measures to enhance safety for all transportation modes; and
  • Evaluate traffic circulation conditions.

The study aims to identify transportation solutions that improve connectivity and accessibility in Taft, fostering a shift toward alternative travel options, and address the needs of diverse road users. These improvements can support healthier lifestyles and provide essential transportation alternatives for residents of disadvantaged communities. The outcome of this feasibility study is to present a range of alternatives designed to address existing transportation conditions in the community.

Data Collection and Analysis

Caltrans staff will review existing conditions along both state routes and will collect comments from community members. Caltrans staff will participate in this year's OktoberFest on October 3, 2026 from 5:30-7pm to distribute surveys in-person and online.

Develop Alternatives

Caltrans staff will utilize findings from existing conditions and community feedback to help guide development of possible solutions along the state routes

State Route 33 and 119 Study Report

Caltrans will create a final report summarizing the tasks completed throughout the study, alternatives that were identified, general cost estimates, and any possible funding opportunities. After completion of the study report, Caltrans staff will continue working with City staff to explore options that may help these alternatives reach project development and construction phase.
