To construct sidewalks from Barlow Lane to Meadow Lane along SR 168 in Inyo County near the City of Bishop, CA. The project also includes a pedestrian crossing across SR 168. SR 168 Post Mile 16.0 — Post Mile 16.8 Expenditure Authorization (EA) 39080 - SR168
Project Purpose:
The purpose of this project is to improve access and connectivity for pedestrians, bicyclists, and users of all ability levels by addressing multimodal deficiencies within the project limits on State Route 168 between Barlow Lane and Meadow Lane. Once complete, a continuous sidewalk from the Bishop city limits to Meadow Lane will improve accessibility under the Americans with Disabilities Act (ADA). The proposed project would also meet the Complete Streets Policy of facilitating a safer and more comfortable experience for pedestrians and bicyclists by improving highway user awareness along this stretch of State Route 168.
Project Need:
The project is needed because this section of State Route 168 is lacking elements outlined by Caltrans as a complete street and it is not serving the community to its fullest capacity. The project area is located to the west of the Bishop city limits and serves many residences, businesses, churches, and a school. The goal of Caltrans’ Complete Streets policy is to create a space where people of all ages and abilities can maximize the right-of-way with a variety of mobility forms and meet the goals of safety, comfort, and connectivity. Within the project limits, there are multiple sections of non-continuous sidewalk on the south side of State Route 168 between Meadow Lane and Pa Me Lane totaling 560 linear feet. There are no sidewalks from Pa Me Lane to Barlow Lane on the south side of State Route 168 and no sidewalk on the north side of State Route 168 in the project limits. However, sidewalk does exist outside of the project limits along the north side of State Route 168 from the city limits to Barlow Lane. Curb ramps on State Route 168 and the southwest corner of Pa Me Lane, and the southwest corner of Meadow Lane are non-standard and do not meet the current ADA standards. The completed project will provide a continuous pedestrian facility form the City of Bishop to the Manor Market area.
