Plan Description:

The Coast Highway Management Plan (CHMP) establishes a long-range vision and framework for managing Highway 1 along Big Sur. Originally developed using a collaborative approach in 2004, in accordance with the Federal Scenic Byway Program, the original CHMP focused on preserving the natural environment, prioritizing safety measures, and improving coastal access while integrating robust emergency response strategies. The current update effort will carry forward aspects of the CHMP that proved successful while also aligning the CHMP with the Caltrans Strategic Plan to include climate resiliency, economic prosperity, and equity considerations.
