Vision 980: Phase 1
During Phase 1 of the Vision 980 Study, Caltrans worked with the community to develop a vision and concept for the future of the I-980 facility.
Overview
Phase 1 of the Vision 980 Study included collaboration with study partners, community organizations, and the public to identify a new corridor concept and vision for transportation and land use along the I-980 corridor. During this phase, Caltrans also developed an evaluation framework to ensure the concept and vision met equity performance measures. Phase 1 was completed in November 2025.
Goals
- Create community-informed transportation and project concepts that improve all aspects of quality of life in Oakland
- Develop equity outcomes that directly benefit West Oakland residents
- Foster a more sustainable West Oakland neighborhood
- Identify public policies to achieve anti-displacement and anti-gentrification study concepts
- Engage the community with humility to earn a meaningful and long-lasting relationship
