California-Baja California Border Master Plan
California-Baja California Border Master Plan
The California-Baja California Border Master Plan (BMP) is a comprehensive binational approach to coordinate planning and delivery of Port of Entry (POE) and transportation infrastructure projects serving POEs in the San Diego-Imperial County–Baja California border region. The plan involves partnerships between federal, state, and local agencies across both the United States (U.S.) and Mexico to prioritize and coordinate transportation projects and policies aiming to enhance the efficiency for border crossings along California-Baja California POEs.
Background on the California-Baja California BMP
The California-Baja California BMP was first envisioned as a pilot project to inspire better binational coordination between stakeholders across the entire U.S.- Mexico border. It was the first binational prioritization process for border planning that included a methodology for ranking POE and related infrastructure projects that was accepted on both sides of the border. Based on the successes of the BMP, the California-Baja California approach was adopted by other border regions and customized to address their needs. Since the 2008 California-Baja California BMP, border states in the U.S. and Mexico have completed the Arizona-Sonora, New Mexico-Chihuahua, and Texas-Mexico Border Master Plans.
- In 2008, established the first formal binational border master planning framework, creating a shared process to evaluate, rank, and prioritize POE and transportation projects.
- In 2014, expanded and refined the BMP process by updating project categories and priorities, adding transportation modeling, and identifying funding opportunities.
- In 2021, broadened the BMP to emphasize innovative, multimodal, and sustainable border strategies, including active transportation, crossing efficiency, emission reduction and an interactive spatial tool.
Goals of the Project
The overall goal of the Project is to update the 2021 California-Baja California BMP. By updating the California-Baja California BMP, agencies can align new priorities, secure funding, and implement strategies that support long-term economic growth, community health, and environmental sustainability. The update will also be used for new Caltrans modal plan updates such as California Freight Mobility Plan (CFMP), Interregional Transportation Strategic Plan (ITSP), and Caltrans Active Transportation (CAT) to name a few.
The California-Baja California border region has specific needs that should be addressed in the updated BMP to improve cross-border connectivity and infrastructure. These include:
Addressing connectivity to the surrounding communities
Addressing workforce needs
Reducing border wait times
Modernizing ports of entry
Supporting economic competitiveness
Promoting environmental sustainability, resiliency and environmental justice
Increasing community safety and health
Improving binational mobility
Enhancing security
Ensuring infrastructure that works for everyone through fair access, treatment and opportunity for all
Project Partners
Project partners will represent over 30 agencies, including but not limited to: Caltrans, United States (U.S.) Federal Highway Administration (FHWA), the Secretariat of Infrastructure, Urban Development and Territorial Reorganization (Secretaría de Infraestructura, Desarrollo Urbano y Reordenación Territorial - SIDURT) of the State of Baja California, and the Mexican Secretariat of Infrastructure, Communications, and Transportation (Secretaría de Infraestructura, Comunicaciones y Transportes - SICT).
