State Route 32 - Hamilton City Complete Streets

Caltrans District 3 is proposing a Complete Streets project in Glenn County on State Route 32 (SR 32) in Hamilton City from Route 45 (Canal Street) to Sacramento Avenue. This project will improve sidewalks, curb ramps, crosswalks, bike facilities, signage, drainage, and pavement. The goal of the project is to make the road safer and more accessible for everyone—walkers, bicyclists, drivers, and people with disabilities—to travel through town. (Caltrans Project Number 03-0N420/SHOPP ID 24428).

Information

Background

SR 32 is an east-west route that primarily serves people and goods movement. The route begins in Glenn County at Interstate 5 (I-5) interchange in the City of Orland, crosses Hamilton City, the City of Chico in Butte County, and ends at SR 36 junction in Tehama County. This segment of SR 32 accommodates moderately heavy traffic volumes commuting between the I-5 and SR 99.                           

This project is consistent with Caltrans' goal of integrating complete streets features into the State Highway System as outlined in system planning documents such as the Transportation Concept Report and the Complete Streets Plan. SR 32 has been identified in Caltrans District 3's Active Transportation Plan, with many locations in need of bicycle and pedestrian facilities. The addition of complete streets features is consistent with the planned improvements for Hamilton City, as outlined in the Glenn County Active Transportation Plan. 


Project Overview

The project proposes to enhance Hamilton City to address safety, accessibility, and connectivity. Improvements include: 

  • New sidewalks, crosswalks, and Class II bike lanes to create connectivity and support safe walking & biking 
  • Improved lighting and signage along the corridor
  • ADA upgrades to make sidewalks and crosswalks accessible & safer
  • Improved drainage system 
  • Pavement repairs

Purpose and Need

The purpose of this project is to implement complete streets infrastructure for pedestrians and bicyclists to improve active transportation connectivity within the community of Hamilton City.

SR 32 is the main street through Hamilton City, but it currently does not have the necessary Complete Street elements to keep everyone safe and connected. There are no sidewalks, curb ramps or dedicated bike lanes, making it difficult for pedestrians and cyclists to travel safely along this busy corridor. This project is essential to provide Complete Streets features that will support walking, biking and other active forms of transportation. 


Funding

This project was approved at the March 2026 California Transportation Commission (CTC) meeting to begin project development and is funded by the State Highway Operation and Protection Program (SHOPP). The CTC is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California. 

Total Project Cost Estimate: $11,630,000

Caltrans is working with Glenn County to ensure the project aligns with the community needs listed in the Glenn County Active Transportation Plan.

During this phase, Caltrans will conduct environmental studies, prepare the environmental document, technical analysis, and approve the project design concept.

Final Project Design

Spring 2028 - Fall 2029: target schedule to finalize design plans

Winter 2030 - Spring 2030: target schedule to advertise and award construction contract to contractor

During this phase, Caltrans will complete project design, prepare engineering plans, and construction specifications. Any necessary right-of-way coordination or utility adjustments will occur in parallel with final project design. Caltrans will coordinate with federal, state, and local agencies to secure all required environmental permits and approvals.
