Purpose:

The purpose of the Project is to restore the existing facility to a state of good serviceability, update facilities to current standards, and make community-based multimodal improvements through Oakhurst along State Route 41. 

Need:

The Project is needed because the pavement on State Route 41 through Oakhurst has deteriorated to the extent that preservation is required according to the latest Pavement Condition Survey.

Project Description:

Caltrans is proposing the Madera 41 Rehab project (Project). The Project will restore the existing pavement on the northbound and southbound lanes of State Route (SR) 41 in Madera County between postmiles (PM) 34.1 and 36.7. The expected work will consist of the following:

  • Coldplane 0.50’ of the existing roadway pavement and replace with 0.20’ Rubberized Hot Mix Asphalt-Gap Graded (RHMA-G) over 0.30’ Hot Mix Asphalt (HMA) (Type A).
  • Incorporating Complete Street Elements such as Class II bicycle lanes, sidewalks, Americans with Disabilities Act (ADA) curb ramps, curb and gutters, new crosswalks, enhancing the visibility of existing crosswalks, and upgrading streetlights at intersections within the community of Oakhurst.
  • Replacing and upgrading existing asphalt concrete (AC) dikes and guardrails to current standards.
  • Reinstalling centerline rumble strips and shoulder rumble strips at wider shoulder locations.
  • Updating the existing Transportation Management System (TMS) elements within the project limits.
  • Replacing existing pavement striping, markers, and roadside signs to bring them to current standards.
  • Upgrading by replacing, repairing, or cleaning culvert systems in the project limits.
  • Implementing a road diet through the “main” segment of Oakhurst (approximately between post miles 35.39 and 35.89) to install standard shoulders.
