Your Voice Matters!

Caltrans invites you to participate in the environmental review process for this project. A Notice of Preparation (NOP) has been issued to let agencies, organizations, and community members know that an Environmental Impact Report (EIR) will be prepared.

Community input is an important part of this process. We encourage you to share your thoughts, questions, and concerns about the project and the environmental issues you believe should be considered as part of the environmental review.

Project Overview

The purpose of this project is to reduce the frequency and severity of crossover collisions, reduce distressed lane miles, improve ride quality, and minimize future maintenance and capital efforts and costs. This project would extend the useful pavement life for a minimum of 10 years and improve safety and facility reliability for all modes of travel/goods movement, and would restore pavement, culverts, bridges, guardrails, and Transportation Management System elements to a good condition. To address the crossover collisions occurring within the project limits, Caltrans is considering two build alternatives:

Alternative 1 - Alternating Slow Moving Vehicle Lanes: Under this alternative, alternating slow moving vehicle lanes (1.5 to 3 miles long) would be constructed along the northbound and southbound travel way.

Alternative 2 – Concrete Median Barrier: Under this alternative, northbound and southbound traffic would be separated by a 42-inch-tall concrete barrier.

Plan, Specifications and Estimates (PS&E)

PS&E is the final design stage for a Caltrans project before it is advertised for construction bids. The project team finalizes design decisions, incorporates environmental commitments, and identifies construction methods; completing the detailed documents needed to explain how the project will be built.

Construction

Construction anticipated 2030-2031

During the construction phase, Caltrans turns approved project plans into a completed transportation project. Caltrans staff, led by the resident engineer, oversee the contractor’s work and help ensure that construction follows the approved plans, specifications, schedule, and safety requirements. Overall, the construction phase is a carefully managed process that helps ensure a project is built safely, meets environmental and quality standards, stays within its approved scope, and is completed as planned.
