Pacific Coast Highway Master Plan Feasibility Study
Caltrans District 7 is planning to identify and evaluate short-term, medium-term, and long-term potential projects and potential funding sources that could be implemented to improve safety and reduce the rate and severity of collisions within the portion of Pacific Coast Highway (PCH) in the City of Malibu – also known as State Route 1 (SR-1) in the State of California’s highway numbering system. PCH serves as a critical transportation artery in the City of Malibu as it contains, or provides access to, most of the City’s commercial, residential, and recreational areas.
In recent years, PCH in Malibu has seen numerous fatal collisions and severe injuries. The focus of this Feasibility Study is to identify transportation improvements that will address safety for all users with an emphasis on supporting multimodal travel options for pedestrians and bicyclists, as well as enhancing transit opportunities for the portion of PCH in Malibu.

The California Department of Transportation (Caltrans) would like to invite the public to an informational meeting focused on the Pacific Coast Highway (PCH/State Route 1) Master Plan Feasibility Study. The presentation will primarily address the details of the PCH Master Plan draft document, with an additional discussion on two (2) pavement rehabilitation projects along the highway. Meeting details are provided below:

PCH Draft Master Plan Feasibility Study
At the meeting, Caltrans will formally release the Draft PCH Master Plan Feasibility Study to the public and begin the 60-day public review period. Caltrans will be conducting a workshop during the meeting for the public to participate and provide input regarding the study. The Master Plan Feasibility Study focuses on approximately 21 miles of PCH in Malibu to identify transportation improvements that will address safety for all users with an emphasis on supporting multimodal travel options for pedestrians and bicyclists, as well as enhancing transit opportunities.

Pavement Rehabilitation Projects
During the meeting, Caltrans will also discuss two PCH Pavement Rehabilitation Projects planned in Santa Monica, Los Angeles and Malibu. The goal of these projects is to extend the service life of the pavement and improve ride quality for motorists on PCH from Santa Monica to the Los Angeles/Ventura County line. The projects aim to do the following:
The first segment for pavement rehabilitation is an estimated $72 million project planned between the McClure Tunnel in Santa Monica to just south of Cross Creek Road in Malibu. It is also a Complete Streets project, meaning the scope aims to increase safety and mobility features for cyclists, pedestrians and motorists to share the road. Once complete, about 57.2 lane miles will be resurfaced. Construction is expected to begin in summer 2027 and be completed by summer 2029.
The second segment is an estimated $43 million project planned between Cross Creek Road and the Los Angeles County/Ventura County line in the city of Malibu. This project also will incorporate Complete Streets elements and, once complete, about 63.4 lane miles will be resurfaced. Construction is expected to begin in summer 2026 and be completed by summer 2028.
Both of these pavement projects seek to make the following improvements on PCH:
Rehabilitate pavement
Upgrade existing ADA Curb Ramps and existing Metal Beam Guard Rail (MBGR)
Improve lighting at underground pedestrian crossings
New sidewalks at multiple bus stop locations
Updated signage
Class II bike lanes and striping at various locations
Pedestrian warning signs

Overview and Objectives
Identification of safety priority areas, based on collision data.
Building upon implemented short-term, and planned mid-term improvements, identification and evaluation of long-term measures to improve safety for and interactions amongst vehicles, cyclists and pedestrians while preserving Malibu as residential community and tourist destination.
Identification of opportunities to incorporate features supporting safe travel options for all travel modes.
Public Engagement
Public engagement will be a critical and major focus of this Feasibility Study. The recommendations included in the Feasibility Study will be based upon and shaped by the priorities and input received from local residents, businesses, and other stakeholders. Public engagement efforts will be conducted through public meetings, surveys, and an interactive web page on Caltrans District 7’s website.
Study Area
This Feasibility Study focuses on the approximately 22-mile portion of the Pacific Coast Highway (PCH), a north/south highway in the State’s Highway System, located within the city limits of Malibu (from approximately 1700 feet north of the State Route 27/PCH intersection to approximately 1 mile south of the Los Angeles/Ventura County line).
