Background 

SR 113 connects the communities of Davis, Woodland, and Knights Landing serving as a major route for trucks, commuters, and farm vehicles traveling through Yolo and Sutter Counties. SR 45 links Knights Landing and Colusa, continuing north through rural communities. Both highways are main streets for Knights Landing supporting the local school, businesses, and community facilities. 


Project Overview

The project proposes to enhance Knights Landing to address safety, accessibility, and connectivity. Improvements include: 

  • New sidewalks, crosswalks, and bikeway to create connectivity to the local community park and support safe walking & biking 
  • Improved lighting and signage along the corridor
  • ADA upgrades to make sidewalks and crossing accessible and safer
  • Improved drainage system 
  • Pavement repairs


Purpose

Why this project matters: 

  • To make the highway safer and more accessible for everyone —especially pedestrians, bicyclists, and people with disabilities.
  • To preserve and improve the pavement condition. 
  • To extend the life of drainage systems and update lighting for safety. 
  • To encourage walking, biking, and alternative modes of transportation by implementing complete street facilities.

Need

SR 113 and SR 45 are main streets for the Knights Landing community that lacks continuous sidewalks, safe crossings, and bicycle facilities. Several ADA features and pavement sections are outdated or in poor condition. This project addresses these issues to improve safety, accessibility, and comfort for daily travel.


Funding

This project was approved at the March 2026 California Transportation Commission (CTC) meeting to begin project development and is funded by the State Highway Operation and Protection Program (SHOPP). The CTC is responsible for programming and allocating funds for the construction of highways, passenger rail, transit and active transportation improvements throughout California.

Caltrans is working with the following agencies to ensure the project aligns with the community needs. 


Tribal Outreach

Caltrans began engaging in consultation with local tribes who have a vested interest in the project area during the planning phase in 2024. This early involvement aimed to ensure tribal perspectives and concerns were considered from the outset. Formal consultation was officially initiated in June 2026, marking a structured process for ongoing collaboration and dialogue with tribal representatives as the project progressed. Consultation with tribal partners will remain open for the life of the project.

During this phase, Caltrans will complete project design, prepare engineering plans, and construction specifications. Any necessary right-of-way coordination or utility adjustments will occur in parallel with final project design.
