Overview:

The proposed Interstate 15 Pavement and Asset Improvement Project (project or proposed project) intends to enhance and rehabilitate the pavement and multiple transportation assets on Interstate 15 (I-15) in and near the City of Escondido including unincorporated areas of northern San Diego County such as the communities of Rainbow, Fallbrook, Jesmond Dene, and Bonsall in San Diego County. The project spans 0.2 miles south of Via Rancho Parkway overcrossing to Rainbow Glen Road undercrossing. The project area extends along I-15 for approximately 25.2 miles. 

This portion of I-15 is an eight-lane freeway, and part of a major corridor. The primary land uses in the surrounding area includes residential, spaced rural residential, vacant and undeveloped land, industrial, and open space. 

The proposed project is a State Highway Operation and Protection Program (SHOPP), Capital Preventative Maintenance (CAPM) project and would be funded through SHOPP-CAPM. The project would improve or rehabilitate assets including pavement, drainage, overhead sign structures, guardrail, Complete Streets, mobility, and traffic features.

The California Department of Transportation (Caltrans) would act as the lead agency for both the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). This CEQA Initial Study with proposed Mitigated Negative Declaration and the NEPA Categorical Exclusion have been prepared in accordance with Caltrans’ environmental procedures, as well as state and federal environmental regulations.
